June 29, 2004 – Senator Stan Bingham is instrumental in getting Senate Bill 1127 approved to Incorporate the Town of Wallburg. The interim Town Council consisted of Jack Craven, Mayor and Ronnie Bailey, Zane Hedgecock, Sue Martin, Daphne Rogers, and Mark Swaim Council Members and are to serve until a regular municipal election can be held in November 2005.
June 29, 2004 – First Town Council Meeting held at the Wallburg Fire Station
July 2004 – Town hies Aaron Clinard as the Town Attorney
September 2005 – Community Forum held to discuss planning and zoning concerns facing the Town with 50+ attendees. Town website (townofwallburg.com) was established.
October 2005 – The Town hosts a public forum to discuss the routes proposed for a new NC Highway 109 by the NC Department of Transportation.
November 2005 – First Town election – Allen Todd is elected Mayor and Zane Hedgecock, Steve Yokeley, Lynn Reece, Chris Yokeley and Jerry Weavil are elected to the Town Council. Sheriff David Grice updated the Town Council on the service being provided to the Town.
December 2005 – Town received first financial audit by Harold Gibson, CPA. Senator Stan Bingham swears in newly elected Mayor and Town Council members. Zane Hedgecock is appointed Mayor Pro Tempore.
January 2006 – Town meetings are changed to the 2nd Tuesday of each month. The Town joins the Winston-Salem Urban Area Metropolitan Planning Organization.
February 2006 – Planning and Zoning Overview Committe is established. Members appointed by the Town Council were Brent Martin, Wayne Wall, Dean Coe, Jerri Russell, Jack Craven and Van Reece.
March 2006 – (6) signs purchased to mark the Town Boundaries on the major roads. Discussion on purchasing land for a future town hall. Name of the Planning and Zoning Advisory Committee is changed to the Wallburg Planning Board in order to comply with NC Statutes.
May 2006 – Eddie Carrick, CPA hired as Town Auditor.
June 2006 – NC DOT provides update to Town Council on status of NC 109. Town includes $10,000 in 2006-2007 budget as a Local Education Subsidy for Wallburg Elementary School.
July 2006 – Rezoning request approved for 18 acres within the Town limits owned by Meadowlands Development, LLC from RS (Low Intensity Residential) to PD-H (Planned Development-Housing). Town Council appoints Board of Adjustment. Members appointed are Sherri Bogue, Wayne Wall, Jack Craven, Gary Craver, Dale Moser, Andy Brinkley (Alternate) and Elizabeth Boger (Alternate). Letter sent to NC DOT requesting that the speed limit on NC 109 be reduced from 55 mph to 45 mph in Town limits.
August 2006 – Discussion on purchase of land to build a Town Hall.
September 2006 – Special use permit approved for a wireless tower on the Wallburg School property for use by the school. TYCO given the bi-annual business of the year award.
October 2006 – Town presents $10,000 Local Education Subsidy check to Dr. Hedrick, Principal at Wallburg Elementary School. Town Seal is chosen from a number of entries by the town citizens. The winning entry was submitted by Mayor Allen Todd and was inspired by the Liberty-Piedmont Institute.
November 2006 – Town Council approves 2005-2006 Financial Audit report submitted by Eddie Carrick, CPA.
December 2006 – Rezoning request approved for 0.92 acres owned by Terry Reid from RC (Rural Commercial) to RA-3 (Rural Agricultural). Presentation from the NC Department of Agriculture on Farmland preservation.
January 2007 – Tyco Electronics presented plaque for first biannual business of the year
February 2007 – Outdoor Lighting ordinance approved.
March 2007 – Sign ordinance approved. Sheriff David Grice updated the Town Council on the service being provided to the Town.
May 2007 – Town Council votes to increase Local Education Subsidy to $15,000 and to donate $5,000 to the Davidson County Economic Development Commission in the 2007-2008 budget
July 2007 – Coe Forestry and Surveying presented plaque for biannual business of the year. Intergovernmental agreement with Davidson County to provide law enforcement within the town for $49,011 per year and zoning administration for $12,000 per year.
August 2007 – Town enters into contract to purchase 6.5 acres of land at the corner of NC Highway 109 and Franklin Drive
September 2007 – $15,000 Local Education Subsidy presented to Wallburg Elementary School. Town completes purchase of land at the corner of NC Highway 109 and Franklin Drive
October 2007 – Rezoning request approved for 39.31 acres within the Town limits owned by Meadowlands Development, LLC from RS (Low Intensity Residential) to PD-H (Planned Development-Housing). Financial audit for fiscal year 2006-2007 submitted by Eddie Carrick, CPA. Doug Lowe, Davidson County Emergency Services Director ask the Town for assistance in locating property in the Wallburg area to build an EMS base.
November 2007 – Gary Craver, Lynn Reece and Mark Swaim elected to Town Council. Jerri Russell, Jack Craven and Dean Coe reappointed to the Planning Board. Land Use committee appointed to oversee the land clearing / improvements needed on the property purchased in September. (Steve Yokeley, Gary Craver and Vann Reece)

February 2008 – Town donates $250 to the Ledford Senior High School Academic Boosters Banquet.
March 2008 – Rezoning request denied for 0.75 acres on Robbins Road owned by MPT Partnership from RS (Low Intensity Residential District) to RA-3 (Rural Agricultural). Sheriff David Grice updated the Town Council on the crime statistics.
May 2008 – Rezoning request approved for 1.275 acres on Gumtree Road owned by Luther and Anna Matney from RS (Low Intensity Residential District) to CU-RC RA-3 (Conditional Use – Rural Commercial).

July 2008 – Jay Wagner hired as Town Attorney to replace Aaron Clinard who is retiring. Town sign ordinance amended to exclude religious institutions and educational institutions. Kelly 109 (Clinard Oil) presented with 2008 Business of the Year award.
August 2008 – Board of Adjustment dissolved, and members of the current Planning Board appointed to the Board of Adjustment. Members of the new Board of Adjustment were Jack Craven Jerri Russell, Brent Martin, Wayne Wall and Van Reece. Dean Coe reappointed to the Planning Board.
September 2008 – Town Council approves Subdivision ordinances. Town Hall Research Committee appointed, with members being Vivian Yokeley, Sherry Bogue, Gary Craver and Lynn Reece. Town Council declines offer from NC DOT for sidewalks in the Town of Wallburg,

January 2009 – Town adopts Davidson County Watershed Protection Ordinance
February 2009 – Town dissolves Board of Adjustment and transfers its functions to the Wallburg Planning Board; Reduces the number on the Planning Board to (5) members. Jack Craven resigns from Planning Board due to health issues. Dean Coe appointed head of Planning Board and Board of Adjustment.
March 2009 – $15,000 Local Education Subsidy presented to Principal Donna Stafford from Wallburg Elementary School. Town donates $2,000 to Ledford Senior High School to go towards a multi-purpose building. Town adopts Flood Management Prevention Ordinance.
April 2009 – Town approves agreement with Davidson County for purchasing and project management services for the construction of the new Town Hall. As part of the agreement Davidson County will provide:

June 2009 – Town adopts Davidson County Solid Waste Plan. Budget approved for fiscal year 2009 – 2010.
July 2009 – Jerri Russell resigns from Planning Board, Chris Driggers appointed as her replacement. Town award contract to Fuller Architects for design of new Town Hall.
August 2009 – Town donates $9,376 to the Wallburg Boosters Club for athletic field improvements.
September 2009 – $16,689.78 Local Education Subsidy presented to Principal Kim Dixon from Wallburg Elementary School for purchase of Apple iPad mobile equipment. Community Design Workshop held for proposed Town Park.

January 2010 – Update from Fuller Architects on new Town Hall, design finalized with cupola and bay windows. Comittee formed to develop Town newsletter – members are Allen Todd, Steve Yokeley and Zane Hedgecock.
February 2010 – Update from Fuller Architects on new Town Hall. Exterior and interior finishes selected. Zane Hedgecock re-appointed as Mayor Pro Tempore.
March 2010 – Tammy Taylor and Darren Fowler appointed alternates to the Planning Board.
April 2010 – Town presents Local Education Subsidy of $15,000 to Donna Stafford, Principal at Wallburg Elementary School. Ms. Stafford stated the money will be used to purchase lap top computers for the computer lab. Update from Fuller Architects on project bids for new Town Hall. Jarrell Contractors, Inc. from Salisbury is selected with a low bid of $1,445,605.
May 2010 – Town approves cost of $300 to assist Davidson County in the printing of a Community Assistance Resource brochure.
June 2010 – Budget approved for fiscal year 2010 – 2011. Town adopts Davidson County Mitigation Plan. Grading for new Town Hall has commenced.
July 2010 – Town separates Planning Board and Board of Adjustment into separate entities.
August 2010 – Don Jackson CPA Awarded 2010-2011 Business of the Year Award.
September 2010 – Mark Swaim appointed to represent the Town on the Davidson County Economic Development Committee. Piedmont Protective Services selected to install alarm system in new Town Hall, Wynn-Comm to install telephone and
October 2010 – WynnComm selected to install audio / visual / telephone. Dwayne Childress updates Town that Town Hall construction is halfway finished.
November 2010 – Public Hearing on Community Development Block Grants. Financial audit for fiscal year 2009 – 2010 submitted by Eddie Carrick, CPA. Jack Craven and Zane Hedgecock appointed to Historical Research Committee. Dean Coe and Chris Driggers reappointed to the Planning Board and to the Board of Adjustment.
December 2010 – Town approves furniture for new Town Hall. Town adopts Code of Ethics for elected officials. Discussion on setting up an Emergency Operations agreement with Wallburg Fire Department.

February 2011 – Rezoning request approved for ±1.07 ACRES owned by James and Ruth Brooks located on the north side of Gumtree Road and approximately 0.3 miles west of NC-109 from RS (Low Intensity Residential) to O/I (Office and Institutional). Contract awarded to Piedmont Office Suppliers in the amount of $49,978.54 for furniture for the new Town Hall
March 2011 – Donna Stafford, Principal of Wallburg Elementary School Principal is presented with $15,000 Local Education Subsidy check. Money will be used to update the computer room. Discussion on the Town providing garbage and recycling services.
May 2011 – Zane Hedgecock appointed head of personnel committee
June 2011 – Budget approved for fiscal year 2011 – 2012. Certificate of Occupancy issued for Town Hall. TIMCO lease and Economic Development Incentive approved
July 2011 – Update on Town Hall progress from Dwayne Childress. RFP issued for garbage and recycling services. RFP issued for Lawn Care and Maintenance for Town Hall.
August 2011 – First Council Meeting in new Town Hall. Sheriff David Grice updated the Town Council on the crime statistics. Sherriff Grice stated that in the first 6 months of 2011 there were 3,183 calls for Zone 1 (Wallburg is in Zone 1). Rezoning request approved for 11.04 Acres on the West side of NC-109, Approximately 0.1 mile south of Gumtree Road from RC (Rural Commercial) to CS (Community Shopping).
September 23, 2011 – Town Hall Grand Opening celebration
October 2011 – Discussion of proposed re-routing of NC Highway 109 (Route # 6 by NC DOT). North Davidson Garbage Service, Inc. selected to provide solid waste and recycling services to the Town.
November 2011 – $3,350 Community Grant approved for Davidson County Hospice
December 2011 – Cindy Johnson elected to Town Council and Mark Swaim and Lynn Reece reelected. Lynn Reece reappointed as representative to the High Point MPO; Mark Swaim reappointed as Finance Officer and Town representative on the Davidson County Economic Development Committee. Wayne Wall, Brent Martin and Vann Reece appointed to the Planning Board and Board of Adjustment.
January 2012 – Financial audit for fiscal year 2010 – 2011 submitted by Eddie Carrick, CPA. Town zoning ordinances updated to clarify sign height requirements and also updated landscaping, screening and buffer requirements. Zane Hedgecock reappointed head of personnel committee and Steve Yokeley add as a member of the committee. Lynn McKinnie resigns as Town Clerk. Town Attorney Jay Wagner will fill the role of Town Clerk until a replacement can be hired.
February 2012 – Town passes ordinance for a “Sunshine List” registration. Steve Yokeley and Lynn Reece appointed to the Town Hall Property Development Committee. Joanne Wall donates the desk of Senator Samuel Wall to the Town
March 2012 – Donna Alwine hired as Assistant Town Clerk
April 2012 – Michael Walser reported that TIMCO now employs 340 people at the Gumtree Road facility. Public Hearing on Community Development Block Grant (CDBG) funding. Mark Swaim and Zane Hedgecock appointed to the Public Grants Committee. High Point MPO meeting held at Town Hall
May 2012 – $2,000 Grant approved for Ledford High School Band
June 2012 – Budget approved for fiscal year 2012 – 2013. New Town Hall is complete and building fund closed.
July 2012 – Town approves the updated Davidson County Solid Waste Management Plan. Town will maintain membership in both the Winston-Salem MPO and the High Point MPO.
August 2012 – Donna Alwine promoted to Town Clerk.
September 2012 – Davidson County Tax Collector Joe Silver asked Town to become a Satellite Tax Collection Site.
October 2012 – Participation in the 2012 Scattered Site Housing Program approved.
November 2012 – Financial audit for fiscal year 2011 – 2012 submitted by Eddie Carrick, CPA. Erosion Control Plan approved for development of a park on the land behind Town Hall.
December 2012 – Municipal Records Retention and Disposition Schedule approved.
January 2013 – Little Richards BBQ recognized as the Business of the Year for 2012.
February 2013 – Town Council awarded this year’s budgeted grant money to Kim Dixon, principal at Wallburg Elementary School. Grant money will be used to continue upgrades and improvements to the technology department. Sheriff David Grice provided an update on crime in the community. Permit has been received from N.C. DENR, (North Carolina Division of Environmental and Natural Resources) to begin the process of clearing the area behind Town Hall for a park. (Phase One).
March 2013 – The Davidson County Master Gardeners approved to use the parking lot and the outdoor restroom facilities for the weekend when they hold their annual garden tour.
May 2013 – Phase One for the park behind the town hall has now been completed. NC Department of Environmental and Natural Resources has approved the Town to begin Phase Two.
June 2013 – Budget approved for fiscal year 2013 – 2014. Memorandum of Understanding approved regarding organization of the High Point Metropolitan Planning Organization. Contract for Phase 3 of the Town Park was approved.
July 2013 – Phase Three of the Town Park grading is complete.
August 2013 – After re-viewing traffic congestion during the morning rush hour, the town council has chosen to try a three-month trial period for North Davidson Garbage to begin garbage pick-up at
6:00am rather than 7:00am. Contract approved to begin Phase Four of the grading for the new Town Park.
September 2013 – Discussion on changes to the sign ordinance which will clarify the directory sign and will allow for new directory sign dimensions.
October 2013 – Rezoning for properties at 1305 Robbins Road from RC to RA-3 of 0.98, acres, more or less and 1337 Robbins Road from RA-3 to RC of 3.4 acres, more or less approved. Amendments to zoning ordinances regarding sign area and height approved.
November 2013 – Memorandum of Understanding for Winston Salem MPO approved.
December 2013 – Financial audit for fiscal year 2012 – 2013 submitted by Eddie Carrick, CPA. Allen
Todd reelected as Mayor and Steve Yokeley and Zane Hedgecock reelected to Town Council. Zane Hedgecock appointed as Mayor Pro Tem. Chairs and furnishings purchased for basement multi-purpose room.
January 2014 – Dean Coe and Chris Driggers re-appointed to the Planning Board.
February 2014 – Discussion on the Municipal Community Choice Agreement presented by Energy United in the January meeting. TIMCO has requested $56,000.00 from the Department
of Commerce – One NC Grant.
February 28, 2014 (Planning Retreat) – Presentation from Kevin Edwards with the Winston Salem MPO on possible options for the town to preserve the historical downtown area. Discussion with Guy Cornman and Kevin Edwards in regard to planning details for possible future projects regarding safety, improvements and traffic calming mechanisms. Draft plan presented of some ideas for the town hall park design. 10th anniversary of the Town to be celebrated on Saturday, June 14, 2014. The time is to be determined.
April 2014 – Looking at playground equipment for the Town Park. Town’s 10th year town celebration to be held on Saturday, June 14, 2014 from 12 noon to 4pm.
May 2014 – Rezoning approved for two parcels 5.62 acres (more or less) located on the East side of NC 109 / South of Gumtree Road from LI to CS. Town joins the Piedmont Triad Regional
Council of Governments. Fire Chief Mark Reid with the Wallburg Fire Department requested the Town to explore the possibility of having the service of someone or company being contracted to in any event that they would be ready to clear roads, etc. that could work together with the fire department. Local School Subsidy Grant presented to Ms. Kim Dixon and Ms. Paulette Tetteris for Wallburg Elementary School.
June 2014 – Budget approved for fiscal year 2014 – 2015
June 14, 2014 – 10th Anniversary Celebration
August 2014 – Town enters into agreement with the Piedmont Triad Regional Council of Governments to submit an application for a matching grant to construct the Town Park. Steve Yokeley and Cindy Johnson appointed to be on the Town Park committee.
September 2014 – Grant approved in the amount of $16,689.78 for the Wallburg PTO to purchase an Apple iPad mobile lab. Community Design Workshop for the Wallburg Town Park Plan to be held on September 16, 2014, from 7:00 PM to 8:30 PM. Agreement signed with NewBridge Bank to put up a “Welcome to Wallburg” sign on NewBridge’s property at the corner of Gumtree Rd. and NC 109.
October 2014 – Update on the community meeting for the planning of the town park.
November 2014 – Financial audit for fiscal year 2013 – 2014 submitted by Eddie Carrick, CPA.
December 2014 – Mr. Paul Kron with the Piedmont Triad Regional Council along with the Town Hall Park
Committee presented the master plan for the town park.
January 2015 – 2014 business of the year was awarded to Sheetz.
February 2015 – Community Grant of $10,000 awarded to the Wallburg Athletic Association to provide the necessary repairs to the fields and surrounding areas to correct erosion problems. Matching grant request from the town has been submitted to the N.C. Parks and Recreation Trust Fund (PARTF).

February 2018 – Community grant approved for $10,000 from Ledford Senior High School to purchase new furniture in the renovated media center.
March 2018 – Danny Baker and Mike Motsinger appointed as alternates to the Wallburg
Planning Board. Community grant approved for $300 from Ledford Senior High School for a banner to hang on the softball field fence. for $300.00. Community grant approved for $1000 from Oak Grove High School for banners for their baseball/softball fields. Contract approved for $103, 351.08 with Barrs Recreation, LLC for playground equipment.
April 2018 – Council approved a proposal by Christy Turner with Stimmel Associates to submit a $19,250 Revitalization Grant for the Wall Home Renovation. Lee Crook, with Davidson County Planning updated the Council on some changes that have been made by the State regarding the Statue of limitations and ways of enforcement/correction on zoning regulations. Phase #1 of the Town Park construction is
complete with the exception of the playground and shelter equipment that will be shipped on
April 20, 2018. Contract approved for $226,400 with Thomas General Contractors for Phase #2 of the Town Park construction (amphitheater, parking, stairs, lighting, electrical).
June 2018 – Budget approved for fiscal year 2018 – 2019. Contract with J & H Painting approved for $14,500 to paint the exterior of the Wall Home. Don Dix hired as Park Superintendent.
July 2018 – Phase #2 of the park construction are being pulled and construction will begin soon.
August 2018 – Contract approved with CB2 Structural Engineers to provide structural engineer services for the Wall Home. Motion approved for Planning Board to look at the recent change made by Davidson County for the minimum residential building lot size being reduced from 40,000 square feet to 20,000 square feet. Motion approved to request NC DOT to lower the speed limit on Franklin Drive from 55 MPH to 35 MPH. Contract approved for $34,000 to construct a gazebo on the east side of Town Park.
September 2018 – Grant request from Oak Grove High School approved for $5,000 to help assist
in building four dugouts for the baseball and softball fields. Recommendation from Wallburg Planning Board to leave the minimum residential building lot size at 40,000 square feet.
October 2018 – Financial audit for fiscal year 2017 – 2018 submitted by Eddie Carrick, CPA.
March 2019 – Phase Two of Town Hall Park Construction being held up by weather.
April 2019 – Councilman Lynn Reece reported that he attended the High Point MPO meeting on March 26 and mentioned that a turning lane at Motsinger Road would help with school traffic. Mayor Todd reported he had attended the Winston Salem MPO meeting and let it be known that there are huge traffic concerns and safety issues on highway 109. He also expressed the need for a turning lane on Motsinger Road for school traffic located near the ball fields to help expedite drop off and pick up.
May 2019 – Revised project update on the Wall Home with possibilities of usage for the community. Sheriff Richie Simmons gave updates on the community and programs currently in place and
programs working to put into place in the county. 2012 Records Retention Schedule amended.
June 2019 – Budget approved for fiscal year 2019 – 2020. Metropolis Architecture chosen for Wall Home Renovation Project. Progress is being made on Town Park, the retaining walls for the amphitheater are about 90 percent completed and the gazebo is around 60 to 70 percent complete.
July 2019 – Don Jackson, Town Accountant has retired and sold his business to Joe Wright, CPA
August 2019 – Ricky Farmer from the Atlanta Regional Census Center spoke about the importance of the 2020 census and how the reporting works. He stressed the importance of every person being counted. Contract approved with Metropolis Architecture PLLC for architectural service for the George W. Wall home. Town Hall Park Construction is progressing, the gazebo is 95% complete, Amphitheatre 90% complete, and grading 90% complete.
September 2019 – Rezoning approved for 0.40 acres behind Wallburg Veterinary Hospital from RA-3 (Rural Agricultural) to RC (Rural Commercial). Contract approved with Stimmel Associates to provide design services for the Wall Home renovation project. Jacob Gordon with Davidson County Senior Services presented the need for mobile meals volunteers in the Wallburg area.
November 2019 – Financial audit for fiscal year 2018 – 2019 submitted by Eddie Carrick, CPA. Pat Ivey with NC Department of Transportation Division 9 presented a proposal for a Hwy 109 project in efforts to improve the existing highway 109. Resolution passed unanimously to submit the project to the MPO for scoring.
December 2019 – Judge April Woods attended the meeting and swore in the newly reelected council
members Lynn Reece, Mark Swaim and Cindy Johnson. Work is under way on the Wall Home preliminary site plan. Town Hall Park Construction is just about complete – All that is left to complete is clean up and some sod to be laid.
May 2020 – McAlpine Landscape awarded contract for services for the town hall and park
for year 2020-2021. Sale of the shed located at the Wall Home put up for sale by sealed bid.
June 2020 – Budget approved for fiscal year 2020 – 2021. Used 2015 Club Car golf cart purchased for the Town Park. Storage shed on Wall Home property sold Joe Puckett.
September 2020 – Grant Application approved from Wallburg Elementary School for the purchase of digital and physical reading and math materials to students, to improve their instruction. Town accepts CARES ACT COVID-19 grant funds from Davidson County.
October 2020 – Town receives their per capita portion from Davidson County for the CARES Act
Covid-19 relief funds from the State of North Carolina. These funds will be used for PPE and
Covid prevention and local business grants for PPE.
November 2020 – Davidson County Hazard Mitigation Plan adopted. Eddie Carrick, CPA presented the towns 2019-2020 completed financial audit. Josh Tussey with Davidson County Planning attended and detailed the information on the upcoming changes for NCGS-160D.
January 2021 – Davidson County Sheriff Richie Simmons provided crime update. Blakley Farm & Landscape and Wilson-Covington were awarded bids for renovation work at George W. Wall home.
February 2021 – Fowler Brothers Construction contracted to build maintenance shed for the Town Park.
June 2021 – Budget approved for fiscal year 2021 – 2022. Public Hearing on NCGS 160D Mandatory Zoning Ordinance Changes, changes approved.
July 2021 – Town purchases property at 8411 N. NC Hwy 109
August 2021 – Discussion regarding the current GFL Environmental contract and its terms. There is a
consensus to put it up for bid with other garbage collection services. The town is currently experiencing
multiple service complaints.
September 2021 – Budget Amendment approved to American Recovery Plan (ARPA) Funds from the US Treasury Department. These funds will be placed in a separate account per the conditions of the funds received. Councilman Steve Yokeley and Mayor Allen Todd meet with Pat Ivey with the NC DOT to address Hwy 109 traffic congestion concerns. Discussion regarding a bypass, band aid fixes, turning lanes, Motsinger Road turning lane.
October 2021 – Wall Home is on schedule for middle of November to be close to occupancy.
November 2021 – Financial audit for fiscal year 2020 – 2021 submitted by Eddie Carrick, CPA. Steve Yokeley and Zane Hedgecock are reelected to the Town Council, and Allen Todd reelected Mayor. Bids received from GFL and Waste Management for the garbage and recycling contract.
December 2021 – Michelle DeLapp contracted for consulting services for the Wall Home for
a six-month period and then to be re-evaluated. Pat Ivey with NC DOT made presentation with options for Hwy 109 safety improvements. Consensus to move ahead with a DOT workshop possibly in March to have the public and DOT to come together in a workshop to look at potential safety solutions for Hwy 109. Town accepts American Rescue Plan Act (ARPA) Funds.
January 2022 – Contract for residential garbage and recycling services awarded to Waste Management of Carolinas, Inc.
February 2022 – Discussion on the transition from GFL to Waste Management for garbage and recycling service.
April 2022 – Accounts Payable Procedure adopted. Parking spaces approved for the Wall Home using stamped concrete.
May 2022 – Pat Ivey with the NC DOT reviewed the previous discussion meeting at the town regarding
road safety improvements. He proposed the recommended alternative that was brought to the
public meeting back in February 2022. The Town would need to execute a project agreement with the NCDOT no later than March of 2023 to proceed. Grant in the amount of $6,150 approved for the Wallburg Elementary PTO to build a walkway canopy.
June 2022 – Budget approved for fiscal year 2022 – 2023. Grant for $17,350.00 approved for the Wallburg Athletics Association to purchase a new roof on the concessions building, meeting rooms, equipment storage and restrooms, and tree removal at the Wallburg Athletics Association property on Motsinger Road.
July 2022 – Town receives $75,000 grant from the state for the Wall Home Improvements. Donna Smith hired as curator for the Wall Home.
August 2022 – Consulting Agreement with Michelle Delapp extended to the end of 2022. Construction of a sidewalk from the Wallburg Elementary School property line to the Wall Home approved. Discussion on people abusing the free reservations of the picnic shelters. Town Attorney was directed to draw up a resolution to start charging for shelter reservations and give the proceeds to Wallburg Elementary School.
September 2022 – Conflict-of-interest policy approved. $5,300 grant approved for the Wallburg Elementary School for Mastery Connect Student Learning Program.
October 2022 – Pat Ivey, with NCDOT provided an updated cost on the proposed traffic plan for that has been presented over the last months to the council. Construction of asphalt driveway / parking spaces approved at the George W. Wall Home. Replacement of park restroom HVAC units approved.
November 2022 – Financial audit for fiscal year 2021 – 2022 submitted by Eddie Carrick, CPA.
December 2022 – After much discussion the Council approved the DOT proposed traffic plan and contract to help improve the safety of the Hwy 109 area at the Wallburg Road and Motsinger Road intersection/areas.
February 2023 – Lee Crook – Davidson County Planning and Zoning requested direction regarding a property that has been out of compliance for a long period of time. Decision made to move forward with the next step of legal action this the home with many violations.
March 2023 – Rezoning request approved for 17.38 acres of land owned by B-109 LLC located on the south side of Gumtree Road approximately 800 feet northeast of the Mt. Vernon Church Road
intersection from RS (Low Intensity Residential) to CZ-RC (Rural Commercial District).
June 2023 – Budget approved for fiscal year 2023 – 2024. Discussion on the possibility of placing pickle ball courts on the property owned by the town at 8411 N. NC Hwy 109. Grant for $15,000 to the presented to the Wallburg Athletic Association. Grant to be used for field #3 lighting, utility vehicle and a tractor.
September 2023 – Agreement / Contract with the NC DOT approved for NC Highway project.
October 2023 – Estoppel Certificate approved for HAECO Cabin Solutions, LLC.
November 2023 – High Point MPO Memorandum of Understanding approved. Approved purchase and disassembly of a ~16-foot by 16-foot early 1900’ vintage antique log cabin. Cabin to be placed on the
on the town’ s property at some point in the future. Perk Test approved by Davidson County Health Department for the 8411 NC Highway 109 property.
December 2023 – Financial audit for fiscal year 2022 – 2023 submitted by Eddie Carrick, CPA. Darren Fowler resigns from thew Planning Board. Mike Motsinger appointed as Darren’s replacement on the Planning Board. Senator Steve Jarvis administers oath of office to the newly elected town council members – Cindy Johnson, Lynn Reece and Darren Fowler. Engineering stage underway at the present time on the Hwy 109 project per NC DOT.
February 2024 – Town adopts Council-Manager form of government, Mark Swaim appointed as first Town Manager
March 2024 – Jonathan Brown and Casey Smith, Davidson County Manager made a presentation about the Davidson -Davie Apprenticeship Consortium. Cindy Johnson appointed to head the Finance/Budget Committee. Darren Fowler appointed to serve on the Grants Committee.
April 2024 – Resolution passed supporting the reestablishment of the Wallburg Lion’s Club. Van Reece resigns from the Planning Board. Brandon Swaim appointed as alternate planning board member and Danny Baker appointed to replace Van Reece on the Planning Board. Approved Community Grant request for $16,600.00 from the Wallburg Athletic Association.
May 2024 – Public Hearing held to discuss change to Council/Manager form of government. Resolution approved requesting NC DOT to lower the speed limit from 45 to 35 in the Georgetown Road area. Resolution passed to purchase (2) solar powered radar speed signs at a cost of $4,333 each. 20 Year anniversary committee, members are Cindy Johnson, Zane Hedgecock and Mark Swaim. Second genealogy class was held on April 8, 2024 at the Wall House and Museum with 8 in attendance.
June 2024 – Budget approved for fiscal year 2024 – 2025. Grant approved for $32,144.94 to the Wallburg Fire Department to help purchase battery powered extrication equipment. Town Charter amended. Tip-Agreement with the NCDOT approved.
